In a country such as Serbia , the European integration process is coupled with the wider transition process. Therefore, it is important that Serbia has conceived its own national strategies such as the Poverty reduction which aims at an overall socio-economic improvement of the country. The measures foreseen by the Poverty Reduction Strategy and the measures of the European Partnership should go hand-in-hand achieve their medium-term goal of bringing back Serbia to the European mainstream.

One should however not forget that the main actors in this process are the Serbian people, the civil society, the government and the local authorities who should take the ownership of the process and demonstrate their will to make Serbia a contributor to regional and European stability, and a better place to live.

We all know that the journey is challenging. But we also know from the past experience that all the efforts are worthwhile. The final goal of the whole process results in a Serbia as a better place to live, with functioning rule of law, improved socio-economic situation and people living in a functioning democratic society.

GOP Project
Annual Operational Planning

The GOP Project was launched in 2005 at the initiative of central institutions of the Government and represents a component of a wider program of reforming the planning, budgeting, monitoring and reporting systems of the Government.

The aim of the project is to establish functional objective-oriented planning and budgeting systems and the results-based monitoring and reporting systems in all line ministries of the Republic of Serbia by the end of 2008.

The project is financed by the Ministry of Foreign Affairs of the Kingdom of Norway .

The following institutions participated in the Project in the previous two years: the Deputy Prime Minister's Poverty Reduction Strategy Implementation Focal Point, Serbian European Integration Office, Ministry of International Economic Relations, Ministry of Finance, General Secretariat of the Government, Ministry of Public Administration and Local Self-Government and 6 line ministries.

After the Government was constituted in 2007, certain ministries underwent the process of restructuring. The project envisages the continuation of work with all line ministries that have been involved in the project thus far, irrespective of their current structure, as well as the involvement of new ministries.

The Deputy Prime Minister is in charge of the Project management, and the Central Project Team, which is positioned in the Office of the Deputy Prime Minister, is in charge of operational functioning of the project.
